The Edo State Government has intensified its crackdown on cult-related violence, particularly targeting the Neo Black Movement (NBM), also known as Black Axe, following a surge in killings and unrest across the state.

Legal and Legislative Actions

In January 2025, the Edo State House of Assembly repealed the 2018 anti-cultism law and enacted the Secret Cult and Similar Activities (Prohibition) Law, 2025. This new legislation imposes stringent penalties:Edo State Government

  • 21 years imprisonment for individuals who finance or materially support cult groups.
  • 10 years imprisonment and property confiscation for those who harbor cultists or allow cult meetings on their premises.
  • 21 years imprisonment without the option of a fine for cultists who commit assault or property destruction.
  • Death penalty for cultists found guilty of murder, along with the demolition of their properties.

Enforcement Measures

Governor Godwin Obaseki has declared a “total war” on cultism, establishing a Special Anti-Cultism Task Force led by the Director of the Department of State Services (DSS). This task force, comprising various security agencies, has been actively involved in operations across the state. In August 2024, the task force arrested 11 suspected cultists, including high-ranking members, during coordinated raids in Benin City and surrounding areas. www.multilinks.biz

Community Impact and Public Response

The state has experienced significant loss of life due to cult-related violence, with over 150 deaths reported between January and May 2024. In response, women in Edo State organized a peaceful protest in November 2024, demanding urgent action to end the violence and restore peace in their communities.

Government Warnings and Preventive Measures

Ahead of the Neo Black Movement’s annual celebration on July 7, 2024, the Edo State Government issued a stern warning against any unlawful gatherings, emphasizing that security agencies were on high alert to enforce the anti-cultism law.

These comprehensive efforts underscore the government’s commitment to eradicating cultism and ensuring the safety and security of all residents in Edo State.
